A number of possible causes, but most of them have to do with the corn being under stress of some kind. Drought, high temperatures, and nutrient deficiencies are common causes. It tassels as soon as it can to attempt to produce at least a little bit of seed before it senesces, but frequently runs out of energy before it can produce an ear.
