A dirty or clogged air filter would cause excessive fuel consumption, and it could cause the engine to surge, but I'm not sure about the drop in your alternator guage.

Use an Oscilloscope
Start the engine and using a digital volt meter check the voltage at the battery with the engine running. If the alternator is good you will read from 13.5 to 15.5 volts DC.
