What would cause only the passenger side retractable headlight to stay up on a 1991 Nissan 240SX?

The pop up motor located just to the inside from the light behind the bumper cover looks like a clinder is probably dead. rplace that and it should work again if not and you want the lights down. there is a manual crank on it that will move the headlights up or down
