I removed the thermostat, removed the mechanism and put the framework back in. I know this not the best repair, but it works. I think I was getting an air pocket by the thermostat. Steam will not open a thermostat the thermostat has to be submerged in water. The car was taken to a Lincoln dealer several times. After spending several thousands dollars at the dealer mechanics and several independent repair shops I did my own repair by cannibalizing the thermostat. Since
I did that repair the car never overheated again.This
type of repair can cause hot and cold spots in the engine. We have put on ten thousand miles since my own repair. It might not be the most correct but at least we did not have to junk a car that had no other problems.

Faulty thermostat.
The thermostat is mounted in the cooling outlet housing on a 1967 Lincoln Continental 7.6 liter 8-cylinder model. Just follow the upper radiator hose to where it meets the engine.
On a 1999 Lincoln Continental , 4.6 : I was looking at one of the Ford websites and it shows that the engine cooling thermostat is between the engine and the FRONT of the VEHICLE , in the area somewhere below the engine oil filler cap
The Thermostat on the 1999 Lincoln Continental is located on the under side of the car Where the the Radiator Hose, that runs along the bottom of the car, is connected to the Thermostat Housing. You can only get to it by getting underneath the car where the Radiator Hose is connected.
