What would cause the AC and heater vents to be stuck on the windshield vents regardless if switched to front panel or feet for a 1999 Ford Ranger 4x4?

it may be a vacum regulated system, check for vacum leaks or lose vacum lines. if vehicle has been worked on lately, sometimes things don't get put back on.
