Your power brake booster may be defective. You may have a vacuum leak or the booster itself could need replacing.
The rear brakes are called a dual servo brake system... it uses one shoe to activate the other in a braking situation. When the rear brakes are over adjusted the slightest touch of the brake pedal will cause them to engage. what is actually happening is your rear brakes are engaging before the fronts even get close. You need to either back off the adjusters yourself if you know how or take it to a garage and have them back them off.
The brake pedal has nothing to do with it. If air is in the system then bleed the brakes.

Sticking caliber. Flush the brake system and install fresh brake fluid, then bleed the brakes. If that does not help, replace both calibers and brake pads on the axle where the brakes are grabbing.

Well I seem to have a similar situation.. I would say your 'ping' is a bit of a 'sprong' on my 95 Windstar. Further the brake pedal seems to bind, makes the sound and not engage the brakes.. I can apply more pressure and pass through the bind to engage the brakes or with some pumping of the pedal the binding dissipates and the brakes engage properly.. I was wondering if this is similar to your situation? Unfortunately I do not have the answer; I am on the 'net today looking for information! Should I find any info pf value I will post here.. This is probably due to worn brake rotors on the brakes, if there is no vibration when driving then this will be the cause.
Worn brake shoes or pads. A leaking brake pipe. Low brake fluid. Air in the brake fluid pipe.
Yes, unless the vehicle has functioning ABS (antilock brake system) brakes.

The brake pads may not be adjusted properly. The wrong brake pads will also cause the brakes to drag. The brake pads may be too thick.
