Have you checked earth (GROUND) WIRE ON BOTH REAR LIGHTS LEFT AND RIGHT.
AnswerThis is usually caused by a weak earthing point on the opposite side bulbThe lights are installed on a round yellow plug. The plug is installed in the tail light assembly and twisted to lock. If the plug is installed upside down then the tail light and the brake light won't both work correctly. The turn signal is a different plug so it's unaffected.
