The lights are installed on a round yellow plug. The plug is installed in the tail light assembly and twisted to lock. If the plug is installed upside down then the tail light and the brake light won't both work correctly. The turn signal is a different plug so it's unaffected.

The older XJ's use the power steering pump as the tensioner. Loosen the mount bolts on the pump and you should be able to see a threaded rod that will loosen when screwed in or out (it's been awhile!). Once the belt is swapped, do the opposite.
