Several things could be the cause. You could have an emergency brake not releasing. You could have a brake hose internally collapsed or a leaking wheel cylinder. A defective grease seal letting grease get on the linings are some possibilities.
Possibly the neutral switch is at fault.

Oh man good question i just did work on the f550 and the flashers were out it wasnt the fuse so it was the relay and it is located under the steering wheel you have to look up twords the dash board and there you will see it. Its hard to get to if you have big hands but possible also flicking turn signals will help you will hear clicking
There could be a wire break causing the loss of power to the solenoid. Or there could be a problem with the neutral safety switch, if the switch is bad there will not be any power to the solenoid.
