Time is measured by change - that is, if nothing changes, there is no time. Therefore, time stops when all movement or change stops, including molecular and atomic movement. When that happens, the universe collapses into a "black hole" of infinite density and of essentially zero mass...and pooof! We're all gone! Adios amigos/amigas.
Yes it can. Einstein put forward a proposition that as the speed of a body approaches the speed of light, time will slow down. This was demonstrated during the Apollo space program when it was shown that astronauts in orbit (at a relatively high speed) were very slightly younger than people who had remained on Earth. As the speed approaches the speed of light, the effect becomes more pronounced.
So, to fully stop time, you need a space ship, a willing volunteer or two (to measure the time) and an infinite amount of energy to accelerate the spaceship to the speed of light. Einstein also proposed that the closer something gets to the speed of light, the more energy it takes to accelerate it further, hence the infinite amount of energy.
Before starting this experiment, make sure that the vehicle you intend to use has a lot of space in front of it. It will go a long, long way! Also, try to plan in advance how you will get back home after you have completed the experiment.

you would have no idea when it did. Due to the unique nature of the space-time continuum, and your brain. If time stopped, nothing would move right? So your senses would not be able to tell, right? And the electricity in your brain would not move, so you would have no idea.
the answer is NOTHING would happen. Time could be stopped every second for like a year each time and we wouldn't be able to tell.

It depends on how you look at it. There are two kinds of time based on my research. 1) is completely made by humans to be aware of how fast we are traveling through space and 2) the fourth dimension in which space and everything in it is contained.
If you look at it in way one, everything would continue the way it is. I know this is hard to swallow but. here is a question that supports my answer.
Why is one rotation of the earth called one day? Easily someone could have said that 3 rotations is one day. So if we completely stop our measurement and continue on we would not seize to exist.
But if you look at the second explanation. Everything would stop. It would not be destroyed but would stop because time is the fourth dimension so if you take it away every thing would still be there. e.g if yo take the width out of a rectangle you still have the length. Nothing would be destroyed because it takes the slightest time to destroy something and there would be no more. Time would be gone, but depth, length, and width would remain.
If the universe stops moving, then it ceases to exist. Everything in the universe is in constant motion since the moment of its creation. The simple action of motion defines existence within our traditional fourth dimensional SpaceTime continuum.
