Well, if time was the same everywhere on Earth, that would mean that the Earth doesn't rotate, therefore in certain places it would be Daytime all the day and Nighttime all the time as well. Also, climates would be screwed up to the point where it would be mainly desert and tundra. There probably wouldn't be any life on Earth.

Basically, this is not something that could possibly occur, so wondering "what would happen if" is rather pointless. To the extent that it even makes sense to wonder about this, the results would differ depending on what this "same" climate was.
I was going to say that the lack of temperature differentials would likely mean there was no wind and that would impact rainfall, in the sense that water vapor would move by diffusion alone so that only over or very near the oceans would there be any rainfall (and over large lakes as well, though how these would have formed in the first place is an open question), but that just points up how impossible it would be for there to be the same climate everywhere.
