Since there are already millions of people already addicted to it a huge black market would spring up just like with any other illegal drug. the government would no longer receive tax revenue on its regulated sales, tobacco companys would go bankrupt, millions of people would loose there jobs, all that money would go to drug dealers, the government would have to spend more on law enforcement to fight drug dealers, the use of other illegal drugs would skyrocket since people who have already proven themselves to have addictive personalitys would then need to go to drug dealers to get there tobacco,
This is an interesting and good question. I believe the world would be a better place. There would be no nicotine addicts (smokers, chewing tobacco, dip etc.) People that use tobacco would save a lot of money. Health insurance costs would go down and possibly general health care costs. Tobacco use is the leading cause of preventable health problems. The general health of the entire world as a whole would improve. I myself was foolish enough to try cigarettes at a young age and have struggled with nicotine addiction for my entire adult life. Smoking is the dumbest decision I have ever made. It did not take long for me to become addicted. I have tried to quit off and on for years. I will continue my fight to quit until I am forever smoke free. If you have never smoked DO NOT SMOKE. There is nothing attractive at all about smoking. It is very unclean, it's bad for you, expensive, and it stinks.

It is illegal if you are under 18 since it is tobacco. But as long as you are over 18, it's not illegal anywhere as far as I know. I would say if cigarettes are legal where you are, so is skoal.
In most situations it is not illegal to chew tobacco at work-it would be open to prosecution in most states if you prepare food or work with children or in state/federal buildings. However, that does not mean an employer has to tolerate it and are within their rights to make it a condition of employment not to consume tobacco at work.
