There is no difference. You will have to clarify your terminology if you are differentiating between hardware and software. If you don't power off the system and unplug it you will probably cause a short and destroy the hardware. If you don't uninstall drivers, usually there won't be any problem, but the driver might still run in the background without purpose or conflict with other drivers.
