It depends on the age of your vehicle and what had been done to make it compatible with ethanol.
Older engines ('90's and older) are designed to run on a mix of 10% ethanol (E10), and anything higher than that can cause poor driveability and damage to rubber components in the fuel system. Newer, "Flex-Fuel" engines are capable of operating on either E10 or E85 fuel. But they cannot be driven on a mixture of the two, because the computer cannot tell what is in the tank. Mixing E10 and E85 would produce a mixture close to E28, but the vehicle's computer, which uses the oxygen sensors to determine the type of fuel, might see it as E85 and drown the engine in fuel.
You can personally build an engine to operate on any ethanol percentage. You just need to use the proper rubber components that won't be damaged by the alcohol. Then you need adjust the engine's fuel intake to run a little richer than normal.
