It is thought that iconic social movements, driven by an individual, are an inevitable result of an existing widening of tolerance toward a particular social opinion. Therefor the likelihood of society as we know it being altered due to the absence of the individual is minimal. In this case, a different activist/politition/spokesperson would have inevitably replaced, Martin Luther King, in the history books therefor the only notable change would be the name Martin Luther King....
Shays's Rebellion would change the opinion in favor of those who wanted the Constitution to structure a stronger central government.
He waited, because Luther had many people's attention and sympathies. The pope was hoping to pressure Luther to recant, so that his sympathizers would run to the Church of the pope. If Luther was excommunicated outright, those "followers" would likely stay with Luther and reject the imposed papal authority. When Luther was clear that he maintained his stand, he was excommunicated and many Christians went with him.
