If the whistling noise is coming from under the hood its your belt, that's what's wrong with my Sequoia. If its not coming from under the hood its probably a crack in the seem of your window.

You need to do some detective work to try to help us determine the source. Is it coming from under the hood in the engine compartment, under the car, up front, the rear, the exhaust? Repost your findings.

More information needed. One can only assume that the motor is running with the car in neutral but is the car stationary or moving down the road? If you are revving the motor and have a CAI, you will get a whistling noise either all the time or sometimes. This is completely normal. It happens with SRI but is usually muffled under the hood.
