It will default to second whenever the trans computer has detected a problem and set a code. You will need to have the transmission codes checked. It could be electrical or an internal trans problem.

The speed sensor needs replaced. It is on the trans.

There are several things that can cause shifting problems in your 1989 Chevrolet Blazer transmission. The most common cause of shifting problems is a lack of transmission fluid. Broken shifting forks can also cause transmission shifting problems.
Speedometer quit working, car wont shiftI drove a 1993 Ford Taurus. It had transmission controlled shifting. In my situation, there was a very small $5.00 piece(plastic, of course) inside the tranny that controlled the shifting which needed to be replaced. I actually had it replaced at the dealer and cost me around $160.00. Sorry I couldn't help more but hope this gives you a direction, William
I had the same problem. Except that the transmission was not shifting as well. It was the transmission control module. It cost me about $450 to fix at the dealership 4yrs ago. I have had no problems since.
If you mean low oil or fluid in the transmission, then YES, it will lead to shifting problems. Low engine oil will not affect shifting.
