What would make the blood come to the surface of my skin i am not on blood thinners?

If you mean that your skin is flushed, then it can happen when you drink alcohol. Alcohol can raise blood pressure. You may also have high blood pressure even if you avoid alcohol. You can check your blood pressure yourself at those 'do-it-yourself' BP boothes at many drug stores. Or you can get a checkup at the doctors.
Also, if the ambiant temperature where you live is high, the high heat can cause flushing as well.
There are certain foods that can cause high blood pressure, such as licorise. Hope that is what you are looking for.
