Caulking guns are used to fill in cracks around windows and bathtubs. This fills in the cracks and prevents water from getting in as the caulk is water resistant.

I believe that you mean acrylic caulking, not latex. In any event, not all brands are the same; sometimes there is an inner seal of aluminum foil that you have to puncture before you can extrude the caulking compound, but usually there isn't. You slice off the tip of the tube, and since the tip is tapered, you get to choose the side of the opening that you want, for heavy caulking or light caulking. Then put the tube in your caulking gun, to squirt out the caulking compound. If you don't have a caulking gun, you can still push on the plate in the back of the tube, the opposite end from the one you sliced open, with the handle of a hammer. The caulking compound comes out, you put it where you want it, and smooth it into place, using a finger tip. Acrylic is perfectly safe to touch, because the solvent is just water. Silicone caulking compound (which uses acetic acid as a solvent) can give you a blister if you have excessive skin contact, so you would use something else than a bare finger tip.

Polyseamseal silicone caulk would be the best caulking to use with bathroom tile, if you're not going to pain the caulk. If you desire to paint the caulk, MAPEI latex caulk would be best to use with the bathroom tile.
I own a caulking company, we caulk over 200 pools a season in the mid atlantic. The caulking we use is a two part poly urathane caulk. You can use a one part polyurathane caulk as well it's just not as good. This joint is an expansion joint that seperates the coping from the deck (concrete, pavers, etc). When you use sertain caulking material in conjunction with their speciefied primer they are considered submersible.
A construction glue called PL300 is formulated specially to hang panelling and foam board. PL300 is most convenient in caulk tube form, to use in a caulking gun.
Obviously you don't want to use one of the tiny guns that they make but it really depends on what you do best with. You could even use a pump gun if you did really well with it, but I doubt that you would do to well with one of those. I would think that you would probably either want to use a long range Nerf gun or a rapid firing gun. I personally use both.

If there is no caulking joint there then you just don't "creat" one. If there is in fact a joint with old caulking it then yes you can remove 100% of the old stuff and use Deck-o-seal.
