The transmission shift solenoid on a 2000 Saturn 2L is located inside the transmission. It is typically located on the valve body, which is inside the transmission case. To access and replace the shift solenoid, the transmission will likely need to be partially disassembled.
The TCC *solenoid* for my 1985 (very similar, probably the same) is inside a cover plate on the side of the transmission (AT125?). There are 12 or 16 bolts that hold the plate on, and the TCC solenoid is inside there. Not hard to do, just hard to get to without a lift.
The magnetic field outside a solenoid is not zero. This is only true for an infinitely (thus unreal) long solenoid. Infinitely long solenoids cannot be found in nature, but are often used as a good approximation of reality because they are much simpler to work with mathematically. The magnetic field outside a real solenoid is less dense than outside the solenoid and often one is only concerned with the field inside, which is approximately constant (deviations occur near the edges), so using an infinitely long solenoid is a good model.

When my Celebrity's starter was going out (1987, 2.5L) this would happen to me. Dropped in a brand new starter and solenoid and never happened again. Likely a short inside the solenoid I suppose.
