The Province of Canada was one of the original provinces (along with Nova Scotia and New Brunswick) that confederated in 1867. On entrance, the Province of Canada was split into Ontario and Quebec.

Laurier was Prime Minster when Alberta and Saskatchewan were established as provinces, but he did not have to convince them to join Canada. The two provinces were created out of the Northwest Territories; which was already Canadian territory.
Only three provinces joined together, but once they did so there were four provinces. Confused?? The three provinces that joined in Confederation were Nova Scotia, New Brunswick, and the pre-Confederation Province of Canada. Upon Confederation, the Province of Canada was severed into the provinces of Québec and Ontario.
As a guess, confederation happened at the last conference, the London conference, on 1867.At that time only four provinces joined - *Canada East, *Canada West, Nova Scotia and New Brunswick. At the second Conference which was the Quebec Conference. Prince Edward Island and Newfoundland didn't want to join Confederation. Canada was the first country to be created by legislation. The British North America Act (now the Constitution Act) created Canada as a federation, uniting Nova Scotia, New Brunswick, and the pre-Confederation Province of Canada (see section 3). Therefore, although it is correct to say that Québec was one of Canada's four original provinces, it is incorrect to say that Québec 'joined' Confederation.
