Philadelphia was the de facto capital of the US during the Revolutionary War as the site of the Continental Congress. The first US Congress was in New York in 1789, but moved to Philadelphia in 1790. The government was housed at Congress Hall for ten years until it was moved to the new capital of Washington in 1800.
