No, it's not a Tom & Jerry cartoon, but it is an MGM cartoon made around that time by Tex Avery. I believe the name of said cartoon is "Counterfeit Cat".It's the cat that is saying "Bow Wow!" trying to get that bird and bribing the dog guarding said bird with bones. When he gets busted by Guard Dog, Cat looks at Guard Dog and smiles "Bow Wow?" At that point, Guard Dog holds up a pair of dog ears Cat had stolen from another dog earlier in the film, and he shouts, "Meow Wow!" My favorite Tex Avery cartoon.
