The Republican members of Congress have thus far been unsuccessful at changing the legal definition of life to include the instance of conception, although they've made numerous attempts.
The U.S. House of Representatives has introduced three separate, but nearly identical, bills declaring the law should be changed to consider the "unborn," at any stage of development, "persons" under the 14th Amendment Equal Protection Clause. The Senate has introduced a single bill during the current (111th Congress). If this sort of legislation ever passes, it will effectively overturn the Supreme Court decision in Roe v. Wade.

A:Different cultures have held different views as to just when life begins, varying from the moment of conception, through the point when the growing foetus could be viable to the moment of birth. The almost universal consensus of lay persons now is to accept that life begins at birth, although some denominations continue to teach that it begins at conception. The Catholic Church in Denver USA has defended a lawsuit claiming wrongful death of unborn twins in 2006, on the grounds that the unborn are not 'persons' and have no legal rights. Because of the national attention this case has received, the Catholic Church may change its defence, but it does show that even the Catholic Church is prepared to be pragmatic on the definition of life.
