The Didache was issued somewhere between A.D. 50 and A.D. 120, it was the first major Church condemnation of Birth Control and abortion. Although it was not officially condemned every single year by every single pope, it has been in force since the first century, and every pope of the twentieth century, especially since "the pill" made its appearance has explicitly condemned contraception. The definitive condemnation was issued in 1968 by Pope Paul VI in Humanae Vitae and that teaching has been repeated and reinforced by every pope since then, particularly Pope John Paul II, Pope Benedict XVI, and Pope Francis. The Didache and Humanae Vitae are attached at the links below.

Is it OK for a Catholic women to tie her tubes?

It is not okay, for you are preventing the ability to be fertile. It is more or less the same as using a contraceptive, which is against the teachings of the Catholic church. If there is some medical reason for this, I am not sure, but if there is you may have to speak to a priest about that.

What did the Roman Catholic Church declare in 1992 about Galileo?

It's just Catholic, not Roman Catholic. Roman is an epithet first commonly used in England after the protestant revolt to describe the Catholic Church. It is never used by the official Catholic Church. In 1992, the Holy Father, Pope John Paul II, told a Vatican Science Panel that the Church was wrong to condemn Galileo in 1633 for saying that the Earth revolved around the sun. He said that theologians at that time did not recognize the difference between the Bible and its interpretation.

There is only one Catholic Church. There are no divisions. There are some non-Catholic denominations who call themselves Catholic but who are not Catholic, they are Protestant. If the church is not united under the pope in Rome, it is not a Catholic Church.
