What year was the draft introduced in ww II?

In the US the draft began in 1940, while the US was still at peace. This was the first peacetime draft in American history. The draft law allowed drafting one million men for one year's service. The law came up for renewal in August 1941, three months before Pearl Harbor. The renewal of the draft passed Congress by the margin of a single vote. None of the original one million men drafted got out, either, which aggravated them more than just a little. They were in "for the duration" of the war, which most people knew the US would get into sooner or later. The US continued drafting men for the service from 1940 right through 1973.

Under what circumstances can a member of congress not be arrested?

"The Senators and Representatives...shall in all Cases, except Treason, Felony, and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same...." ARTICLE I, SECTION 6, CLAUSE 1The Privilege from Arrest Clause protects a Member of Congress through a privilege from civil arrest only, but not from other civil processes. The privilege is only valid while Congress is in session. This Clause reflects the times when it was first adopted into the Constitution, when detainment for civil actions were very common (even more common than today). In that sense, it is a hold-over from 1776. The clause does not provide members of Congress with any immunity from criminalprosecution.

When was the first time the military draft was used?

During the American Revolution, some states resorted to the draft to get citizens to join the state militia. The United States first employed national conscription during the Civil War. I believe President Madison had tried to institute a draft while he was President but Congress would not approve it. The Union conscription law led to violent draft demonstrations in New York City, in 1863. Several people were killed during the Draft Riots.

Who writes the bills for congress?

While only a member of Congress can introduce a bill for consideration, anyone can write the bill itself. Private citizens and advocacy groups often write the initial drafts of legislative proposals they wish Congress to consider. Lobbyists write a substantial proportion of these proposals. The writer then presents the bill to a member of Congress (Senator or Representative) who is sympathetic to the goals of the proposed legislation. The member or his or her staff may make changes to the draft before introducing it. Occasionally, members or their staffs will draft legislation themselves.
