The United States (represented by General Douglas MacArthur, the commander of Allied troops in Pacific who defeated the Japanese at the end of WWII) was the one dictated the Japan Constitution. One of the major point is Japan will never be able to build a military power capable of attacking another country, other than for self-defense and humanitarian efforts (peace corps). Another important pont was the Land Reform.

Although the United States occupied Japan after WW2, most of the Japanese do not regard it as such, and they do not have an independence day. Some Japanese believe they have been independent since the beginning of the history without any control of foreign powers.
Officially, the United States entered the war in 1939. The U.S. did not enter the European theater of the war until around 1940-1941. The US 'left' WWII after the defeat of Japan in 1945, when the Axis powers were all defeated or had surrendered.
