The first synagogue in the US is in Newport, Rhode Island. It was dedicated December 2, 1763. One can visit the site where tours are made. The link below does not state if the congregation is still active.

The oldest synagogue building yet uncovered by archaeologists is the Delos Synagogue, a possibly Samaritan synagogue that dates from at 150 to 128 BCE, or earlier, and is located on the island of Delos, Greece.
The Jericho Synagogue, the oldest, securely dated, mainstream Jewish synagogue in the world was built between 70 and 50 BCE at a royal winter palace near Jericho.

In Philippi, Paul needed a minimum of 10 Jewish men to establish a synagogue, as this was the requirement in ancient Jewish custom. Paul sought out these men to share the teachings of Christianity with them.
To dedicate, plan and build a synagogue, any number of people is okay. For prayers, however, religious Judaism requires that ten men be present.
The Torah is read in synagogue more than two hundred times each year, not just on Passover.
