In 1968 the Uniform Monday Holiday Act was passed by Congress and signed by President Lyndon Banes Johnson. This legislation moved several holidays from their traditional dates to a Monday to give federal workers three-day weekends. Memorial Day was one of those holidays and it was moved from May 30th to the last Monday in May. Sometimes the last Monday in May is the 30th, however. The next time that will be is in the year 2016.
In 1968, the Uniform Holiday Bill Act was passed so that several national holidays would be observed on a Monday. The date of Veterans Day was moved to October 25, in 1971 which did not sit well with some of the veterans. In 1975, the date was moved back to November 11.
Holidays shouldn't be moved they are on that certain date for a reason!

On June 28, 1968, the United States Congress passed the Uniform Holidays Bill, which moved three holidays from their traditional dates to a specified Monday in order to create a convenient three-day weekend. The holidays included Washington's Birthday, now celebrated as Presidents' Day; Veterans Day, and Memorial Day. Memorial Day was moved from May 30 to the last Monday of May so it always falls on a Monday. Likewise with Columbus Day, which was moved from October 12 to the second Monday of October. Thanksgiving was moved from the last Thursday of November (between Nov. 24 and Nov. 30 inclusive) to the 4th Thursday of November (between Nov. 22 and Nov. 28 inclusive) to make the Christmas shopping season longer. The name of Armistice Day was changed to Veterans Day.
November 11 is a significant date, not an arbitrary date. When the bill establishing Monday Holidays went into effect and Veteran's Day was moved to a Monday, many felt the historic significance of November 11th would be forgotten. In 1978 Veteran's Day was removed from the group of Monday Holidays and designated back to the original date. This Act gave federal employees several three-day weekends during the year. Prior to that, Memorial Day was observed on May 30 no matter what day of the week it was.
It depends if you normally work on weekends. If you don't normally work weekends there would be no point getting paid for a day you don't normally work. Normally holidays are moved to a Friday or Monday out of convenience, but how you get paid for certain days is up to the company and their policies. If you're wondering about Christmas in 2010, don't count on getting a paid Saturday. You can always take a "floating holiday" or a "personal day" on the Monday afterwards, depending your company's policy.
