The Weimar Republic is what the government in Germany was called from 1918 to 1933.
Germany knew it had lost. The kaiser had abdicated the day before and the new democratic government couldn't support a war.
The Allies imposed a naval blockade and prevented Germany from getting supplies from the other ports. Also, Germany was on the losing side of WWI. They lost the war on Nov. 11, 1918, and losing the war, meant poverty in Germany. Also, there were a lot of internal strikes in Germany, because the people were upset with the government for taking them to war.
By Auugst/September 1918 Germany had no chance of winning and its armies were in retreat, and in late September 1918 Ludendorff informed the government that it should ask for peace. The German military had subjected the population to an intolerable burden for four years. In November 1918 there was a revolution (of sorts).
