During CPR, the chest compressions are applied; during rescue breathing there are no chest compressions used.
The statutes and rules do not specifically state that it is a requirement to be CPR certified to obtain a licence. However, I would believe that if an anesthesia permit is applied for, it would be a requirement to be CPR certified. This requirement is probably buried somewhere in the anesthesia training requirements.

In order to restart the heart, from asystole, drug therapy is usually required; such as epinephrine, vasopressin, or atropine. A shock may still be applied. If the heart is in arrhythmia, it will require a shock to reset the heart. CPR will not bring the heart back to a normal rhythm, or restart the heart. CPR will circulate oxygenated blood until help arrives to administer shocks or drug therapy.
