That depends on what type of Class B. Some states issue non-CDL Class B licences with similar criteria as for a CDL - single vehicle of over 26,000 lbs. The states which have this system in place typically apply it to vehicles exempted from CDL requirements - motor homes, first responder vehicles, etc. However, unlike CDLs, these are not federally regulated, and states have their own discretion as to how to deal with these vehicles.
As far as a CDL goes, you need a Class B CDL for any commercial vehicle with a GVWR of greater than 26,000 lbs, or combinations in excess of 26.000 lbs when the vehicle in tow does not exceed 10,000 lbs GWR.
