When Ezekiel prophesied in Ezekiel 35 who was he talking to and with did he mean?

He was speaking to the descendants of Esau, Jacob's brother. They are called the Edomites.They occupied Mt. Seir. They always hated the Jews, because to the Jews was given the promise of the land of Israel and the blessing, which they believe had been stolen from Esau (and consequently, his descendants) by Jacob. They had rejoiced when they saw Jerusalem destroyed by Nebuchanezzar, and even helped in the Jews' slaughter, both by blocking the Jews' way of escape, and by exhorting Nebuchadnezzar's army to slay all the Jews. God said that He knew why they did it: they wanted to go and occupy the now-empty land of Israel, knowing that God had promised it in perpetuity to the Jews. God let them know that the hatred and thirst for the blood of the Jews would only bring bloodshed and perpetual loss to the Edomites, and that their evil desires would never be fulfilled.

In chapter 35 we learn that Ezekiel believes that the people of Edom (Greek: Idumea) covet all the land formerly belonging to Israel and Judah ("two nations"), so Edom will be laid waste forever.
When he spoke of God telling him to prophesy against Mount Seir, this means that he was speaking to the Edomites, symbolised by Mount Seir. However, he was not really speaking to the Edomites, because he was in exile in Babylon, while the Edomites were at home in Edom, nor was he really writing to the Edomites who would never have bothered to read his book. He was writing to the Jews in exile, and in anger on their behalf.
