The only thing that could take down the United States was the United States itself. After suffering a major blow to the United States naval fleet and possibly compromising the Pacific front Roosevelt was trying to rally the States to join the war that had finally come knocking on their door. He knew the U.S. could not be taken down from outside forces, only from the lack of faith or fear of "greater powers/threats" could the U.S. be beat. It was his way of saying "the only way we lose is if we beat ourselves."
I disagree with the above answer. What war? Roosevelt made this famous speech in 1933, Germany didn't even invade Poland until 1939. Roosevelt is refering to the Great Depression when he said "the only thing to fear is fear itself", suggesting that the American People need confidence and optimism in those troubled times.

Then, right before you die, when you look back on your life and you realize you never accomplished any great things that would have meant something to you, and you realize what a waste it all was, you will understand the high price you paid because you let your fears control you.
