The earliest people, Adam and Eve and their descendants, possessed a very high degree of God-given wisdom, so that even should they speak differently (dialects etc.), they were capable of understanding each other. At the time of the Tower (Genesis ch.11), God simply removed that gift, leaving them much less able to communicate in a widespread manner. See also:

Biblically, everyone spoke the same language at first, until the Tower of Babel, centuries later. This makes sense, if everyone learnt the language from Adam who supposedly lived 950 years.

Scientifically, it is a little more complex. If God made the earth, it was four and a half billion years ago, but modern humans only evolved just over two hundred thousand years ago. Obviously there were no people around at the time of the world's creation. When people did evolve, there would have been widely dispersed groups of humans scattered all over most of Africa; we can not be sure that they could have understood each other.
