There are two probable causes. Assuming you are talking about a car fan, the screeching can come from a mis-alignment of the fan withing the cowl or shroud that conducts air to and from the fan. If you are talking about a home HVAC unit, the screeching probably comes from a slipping drive belt (or a tired hamster).

Check the pulley or blower wheel if it is a belt driven type of system.
Most likely the humming noise is coming from a contactor located in the outdoor unit if you hear the noise outside or from the air handler or furnance located inside the home,if the hum is inside the home
Find what is making the noise and redeem a better way to lower it.

As far as I can tell, it is not illegal to park a mobile home on the street, providing you comply with certain rules (no parking trailer unless there is a vehicle attached capable of towing it; no leaving trailer unlocked while parked; no parking overnight on a residential street). However, it IS illegal to actually LIVE in a mobile home that is parked on a public street in New York City. You must rent space at a mobile home park that has facilities for running water, electricity and waste disposal.
