Start > Default Programs > Associate filer type (2nd option) > scroll down the list until you get to .png > Click it, then click 'Change program'. Choose the program you want png files to open with and click OK.
Windows Photo Viewer is limited to three formats of photos that can be viewed; the Windows Picture & Fax Viewer can open and display seven formats of photos as well as received fax transmissions.
Event Viewer tells you where and when errors happen including Windows Startup.

The Windows Picture and Fax Viewer is the default Windows program that is used to open picture files. Images viewed there can be zoomed in, rotated, viewed as a slideshow, or printed.

Right click the picture, go to properties. It should say "opens with" click change, then choose windows live pictures.

I take it that you are referring to the "Clipboard Viewer" application, which has been removed from Windows Vista for unknown reasons. You can, however, copy the Clipboard Viewer from a Windows XP computer to your Vista computer: Look for the file C:\windows\system32\clipbrd.exe on your windows XP computer. Copy that to your Vista computer and paste the file wherever you need it. Double-clicking on the icon will enable you to open the Clipboard Viewer.
Event Viewer
It's called Event viewer, and it's a part of windows. Start -> right click on My Computer -> Manage -> System Tools -> Event Viewer. You might have to turn on logging option for certain events such as log on/off, policy change and so on.
It does not workk with Windows XP. It also does not work reliably with Windows 7.
