President Abraham Lincoln advocated for a policy of leniency toward the South because he believed it was vital to quickly heal the country's wounds. The war was fought from 1861 to 1865.
President Lincoln's achievements assured his continuing legacy. He saved the Union and freed the slaves. In his Gettysburg Address, he defined the Civil War as a rededication to the ideals set forth in the Declaration of Independence. The spirit that guided Lincoln was evident in his second Inaugural Address. This speech is inscribed on one wall of the Lincoln Memorial in Washington, D.C. "...With malice toward none; with charity for all; with firmness in the right, as God gives us to see the right, let us strive on to finish the work we are in; to bind up the nation's wounds..."
In President Lincoln's second inaugural address, he surprised many people and angered the radical wing of the Republican Party by not promising to punish the Confederate states. Lincoln was wise enough to understand that if the Union was to be reunited correctly and fairly, kindness and understanding would be required. He recognized that southerners were fellow American citizens.
That is when the president chooses to give it but I think he wants to welcome the new Congress and hopefully get them on his side. The speech used to be given in December to sum up the year and look toward next year.
