It means that their scared.

It either means that they are at rest and calm or they don't feel well. When a rabbit is scared their ears are sticking straight up because they are alert (unless they are lop ears and then they are perked up slightly.)

A rabbit is either normal (upright ears) or lop eared. If an upright ear breed has ears lopped over or drooping it could mean one or two different things. The rabbit could have suffered an injury to it's ear in which the cartilage has been broken or the bunny could be sick and have a fever so that the ears are kind of droopy. Heat will make a rabbits ears droop a little because they grow too fast so the cartilage doesn't grow fast enough. A lop earred rabbit could have one ear up because it has too much control in the ears, sometimes called airplaning.
