The answer depends on where the accident took place. If it occurred on a freeway, it's probably FHP jurisdiction. Most states have a minimum property damage limit for reporting traffic accidents. If the damage is below that limit, no report is required. You can call the local police, sheriff's office or highway patrol and find out what the limit is and which agency has jurisdiction where the accident occurred. If you do make a report, you only have to make it to the agency with responsibility for that area.

Responsibility areas can be tricky, such as where the highway patrol handles accidents that occur on a freeway overpass, but accidents on either side of the overpass on the same road might be handled by the city police. Any local agency should be able to tell you which one to go to.
