The job of a fruit is to contain the seeds which will produce the next generation. They generally help in some way to distribute the seeds so they have a better chance of growing. For instance berries are eaten by birds and pass through their digestive tracts so the seeds are deposited elsewhere (complete with a dollop of fertilizer!), dandelion fruits blow away in the wind and burdock fruits stick to the fur of animals to be brushed off in a different place.

Can a limb from one plant start growing on another plant if its not the same?

What you are talking about is grafting. This can be done (and is done commercially), between closely related plants (normally at a genus or species level). The success of the graft is determined by the type of plant. It is commonly done with fruit trees and rose plants, where the best characteristics of the fruit (or flower bearing) plant are added to the rootstock of another (related plant), which has a good, vigorous root system. Natural grafts sometimes occur in nature, but normally on the same plant - this happens where two branches rub together in the wind, over time they fuse and form a permanent attachment.

Is there anything that can be sprayed or done to eliminate the fruit or balls from growing on the liquid amber trees?

Most unfortunately, there is nothing that can be done to eliminate the spiny gumballs from the tree. There is a fruitless variety, but it is difficult to locate at a nursery and it does not have as strong of a fall color like the fruiting variety.
