A referendum occurs when the Government puts forward a motion to the Australian public regarding possible changes to the Constitution. Essentially, to change the constitution, a double majority result is needed to invoke such a change. This means that majority of people in the majority of states must approve of the change. Essentially people power is involved in this due to the majority of people saying that they wanted the change. Their legal and constitutional right to vote gave them the opportunity to do this.

Constitutional Delegates approved the draft. The approved Constitution was then ratified by the states according to the accepted plan promulgated prior to the draft.

The people do, with a 3/4 vote by states, if by approve you mean pass into law. The congress has no say in ratification, and neither do the president or the supreme court. The people made the constitution, and only they can modify it.
NOT possible, Congress can not "change," the Constitution! Only the "People." can vote to AMEND the Constitution.
A "referendum" is held in Ireland when a proposed change to the constitution is being put to the Irish people.
