It really depends on the person and circumstance. My ex-girlfriend said that to some of her guy friends, and i was not okay with it at all; not one bit. I made it very clear, and she continued doing it. It was one of the many factors why i broke up with her; it means something different to me and I was unable to accept it/trust her enough to accept it.
I have a best friend who is dating a nice guy and is probably going to marry him as they are inseparable; we have been reallllllly close friends for about two years. A few weeks ago we talked on the phone late at night for a few hours, and at the end she said for the first time, "I love you kevin". It took me so off guard because she NEVER says that to anyone. I have never heard her say it to her boyfriend either. Because I know her well, and know she loves her boyfriend to death, I highly doubt it means anything more than that she loves me as a brother.
You have to know your partner. If they don't normally say things like that or show any affection to friends, then I would be VERY concerned. You can show affection to close friends without any sexual context OR saying the word love or pet names. I would suggest reminding yourself of who they really are, and who the person they are saying it to is. Trust your gut.

Say "I love you too my friend" and maybe they'll understand that you only love them as a friend.
Say "I love you" back if you love him. If you don't say, "I love you as a friend."
If you truly love him and trust him then you should take his word for it. ANSWER: Well then if your husband says they are only friends, tell him next time they talk make sure that you can talk to her to. How about tell your husband that you want to invite his new friend to dinner at your house. If his face change because of what you wanted to do, then the evidence will be clear to you..

well it probably means that they have known each other for a long time and if he says he loves her he doesnt mean in the "i love you" way he means "i love you that your my friend and you are there for me" practicaly like a sister.
It could be she is a lesbian and has a lover,or it could be she has a friend who is a girl and nothing more.
