No you can use the pool with old liner. Foxx is strong and the sides will hold without water. The only thing is that you need to keep adding water and eventually the sand on the bottom will wash away.

You can not restitch a pool liner! It has to be replaced. If the welded seams are coming apart this indicates the liner is well beyond its life. Ken

it depends on how old the liner is. if it has several years on it. it may need to be replaced. because the liner shrinks with age. so you may not be able to pull it back up.
