An area of high pressure where the air moves apart and sinks is an anticyclone.

Wind is caused from the way the radiation from the sun is absorbed by the surface of the Earth. The air is unevenly absorbed, which causes the hot air to rise and the colder air to sink. The air rising causes the pressure of the atmosphere to drop, the sinking of the air causes lower atmospheric pressure. Whenever the air moves from high to low pressure area, it creates wind.
Usually a low pressure area is where all the air moves to. A high pressure area is the one that will move- to try to balance the pressure differential.
When cold air moves into an area, we have high atmospheric pressure; the cold air is denser than the warm air. Love, me :)
Uneven heating in the atmosphere causes pressure differences and when air is in high pressure, it moves toward an area of lower pressure, and that is how wind starts.

The thing that is low pressure is air. When a meteorologist says that there is an area of "Low Pressure" he is saying that there is a low air pressure in an area or, more exactly, that there is less air per cubic unit than there is in surrounding areas. So, if neutrally pressured air met with low pressured air the neutrally pressured or comparatively condensed air, a.k.a "high pressure" air would fall downward until it reached a state of equilibrium. And attaining equilibrium by both mixing with the surrounding air and falling to an altitude of similar air pressure.
