No turn signals are not by law required, as long as you have your headlight, brake light, and you know the hand signals for turning on a bike than you don't need flashers. But if you're not using flashers, you are still required to use hand signals

I assume you are asking is the turn signals and emergency flashers both operated by the same relay? The answer is yes they both use the same relay that is located center of the instrument panel, right of the steering column.

The module in the dash is for the turn signals and hazard flashers. It is the flasher unit for both so since this occurs when using either system i suspect the module itself is faulty..it is a common part that fails on these.
