It had to be after 1984. I was 17 then and I know the licenses were paper and only had your height, hair color, and eye color as a physical description.
I was curious about this too, and contacted the Sec. Of State office. They told me that it was June 1977 for driver's licenses, and July 1977 for I.D.s.
