Using photos from a site its a matter of the license the sites uses to publish the photos under. You have to check the license and see if your use case -e.g. private/commercial usage- is allowed or not.
I'm not a hundered percent sure. I had a florida license before my Colorado one was revoked. My florida license is still valid and that is what I am using. I don't see why not.

The question is not worded correctly or is using the wrong terminology. You cannot put a lien on a state-issued drivers license. Note: In the state of Florida a towing company can place a lien on your drivers license for unpaid fines owed to them. While this will not suspend your drivers license it will prevent you from renewing your tag or getting a new tag until the monies owed to the company is paid.
It is not legal to drive without a driver's license. Drivers are expected to carry their license with them whenever they are using their car or truck.
