Easter wasn't "established" by anyone so much as it just developed. It rises out of the Jewish Passover tradition and the ressurection story of Christ. The only regulation of Easter as a holiday comes from the First Council of Nicea in 325 in which they decreed: independence of the Jewish calendar and worldwide uniformity. So, as far as establishing anything related to Easter, only the Catholic church can be evidenced.
Jesus established Easter as a Christian Holy Holiday when he rose from the dead. He did not actually celebrate Easter, he performed a miracle that day.
