France had only one legal government throughout the war. In fact, for much of the war it had no government at all, rather than having two. There was no formal shift between the third republic and the so called Vichy government. Legally it was the continuation of the legitimate French government and it remained the recognized such for its entire existence. On June 18th 1940 De Gaulle declared the creation of the organization of "Francaises Libres", the leading organ of which was then formed on June 23rd same year (it changed formal name continually, but best known is perhaps the post-September 24th (1941) name of "Comit
