Hitler--and not just Hitler did this--began doing this in approximately 1933. It started with dissidents and protesters, and union members, some of whom were Jewish, who opposed his labor policy and economic policy in Germany. Most of the first people he imprisoned were German citizens; some were Communists, and some were Jewish, others were simply Germans who disliked him and spoke out against him; they were arrested and put into forced labor camps in Germany. Later, anyone who opposed Hitler and his policies was subject to arrest and deportation to a camp. Sometimes the camps were labor camps, like prison camps, and people could get out after they had served a sentence of punishment. Some were concentration camps where the main idea was to work the people to death, or to kill them as they entered the camp in great numbers. The list of people sent to such camps included intellectuals (doctors, lawyers, teachers) and Gypsies, Homosexuals, Communists, artists, writers, mentally ill people and religious people--Catholics, Lutherans, Jews and Jehovah's Witnesses, etc. It spread when opposition to Hitler began to occur, and after Germany waged war against neigboring countries in Europe. It was done where Germany occupied the territory or country, as in The Netherlands (Holland) and Poland, and sometimes was done by order of Hitler--but was done by the person in charge of the country in which the prisoners lived, as in Italy, or of the country where the people were taken to be imprisoned, as in the Ukraine. _____ The regular, systematic gassings of Jews started on 8 December 1941 at Chelmno (Kulmhof). The earlier camps (1933-39/40) were intended largely to terrorize opponents of the Nazi regime.

The first Nazi concentration camp to open was Dachau on 22 March 1933. It was launched amid much publicity by Himmler at a press conference.
